Our Foundation

For more than three decades, KELY has been a cornerstone of hope and empowerment for Hong Kong’s youth. KELY has tirelessly dedicated itself to fostering a supportive, inclusive, and safe environment where all young people can thrive. We aim to equip them with the essential skills, knowledge, and opportunities to make positive life choices and become proactive contributors to society.

Core Values for website

Our Core Values

We believe in the power of diversity and creating a safe space where young people from different backgrounds can be heard and supported. We approach our work with empathy and inclusivity, recognising the individual experiences and challenges that young people face.

We strive to put ourselves in the youth's situation and stand by their side to better understand their feelings. This approach helps us connect more deeply and respond more effectively to their needs.

Regardless of their circumstances, we offer an open and safe environment where youth can share all their thoughts, feelings, and experiences. We ensure a space where they can express themselves freely without fear of judgement.

We provide emotional and practical encouragement and are there for young people when they need it. Our commitment is to be a steadfast source of support, offering both reassurance and tangible help during challenging times.

Every young person is respected, accepted, and valued for who they are. We are committed to inclusivity, ensuring that every individual feels valued and supported regardless of their background, identity, or beliefs.

We keep what youth tell us confidential, unless it poses a risk to themselves or others. Maintaining strict confidentiality helps build trust and ensures that youth feel secure in sharing sensitive information with us.

Theory of Change

Theory of Change

KELY’s Theory of Change serves as the strategic foundation for our work, ensuring clarity, focus, and measurable impact. It articulates how our initiatives empower young people to become leaders and catalysts for positive change in their lives and communities.

We believe that creating societal change starts with the individual, and extends to the wider community. Our strategy emphasises the development of strong, positive relationships, enhancing resilience, and reducing risky behaviours. Our approach includes education and peer support, aiming to address issues proactively and foster a culture of mutual support among youth.

Change on Multiple Levels

We operate across multiple levels - individual, community, organisational, and societal - to create a holistic impact.

We provide structured programmes to develop resilience, mental wellbeing, and help-seeking behaviours.

We foster healthy environments through educational campaigns and harm reduction initiatives.

We build credibility and trust, enhancing youth engagement and support.

We influence policies and advocate for systemic changes conducive to youth development.

Central to our approach is the belief that young people are active agents of change. By engaging them as leaders and decision-makers, we amplify their voices and ensure our work remains youth-driven.

Monitoring and Evaluating Our Impact

We have a monitoring and evaluation system for our Theory of Change that enables us to evaluate and refine our strategies, ensuring continuous improvement and alignment with our mission. Supported by our dedicated staff, volunteers, and partners, our Theory of Change keeps us accountable to our mission: empowering young people to reach their full potential.
