KELY Support Group (KELY) is a growing non-profit organisation that has been serving Hong Kong’s youth for over 30 years. We believe that every young person has the power to reach their full potential, and overcome the many external and internal challenges they face with the right resources and support. Our mission is to equip young people with the skills, knowledge, and opportunities needed to support themselves and each other. We collaborate with schools and other partners to offer programmes and services to empower Chinese and English speaking youth between the ages of 14 and 24 around our focus areas of mental health and wellbeing, drug and alcohol awareness and positive youth development, and centred on a peer support approach.
We are recruiting an Executive Director with the passion and commitment to seeing young people in Hong Kong thrive and be supported as they face today’s multi-faceted challenges.
We are looking for an exceptional individual who is driven, purposeful, and positive, to lead our dedicated and diverse team. The successful candidate will have demonstrated thoughtful knowledge about welfare issues and interventions related to youth wellbeing, with experience in building systems and leading projects in a growing organisation. They will enjoy working in KELY’s fast-paced culture, producing high quality services and collaborating through diverse partnerships.
The Executive Director is responsible for the overall success of KELY and for leading the formulation and execution of long-term strategies with the aim of making KELY a sustainable non-profit organisation with a significant positive impact on Hong Kong.
Reporting to the Board of Directors, the Executive Director oversees all operations, programmes and services of KELY, balancing the following priorities (a full job description is available on request):
- Leading the delivery of KELY’s vision and strategy
- Differentiating KELY’s position as the leading non-profit supporting Hong Kong’s youth
- Developing and growing KELY
- Ensuring financial sustainability
- Building and leading a high performing team
- Operating with a high standard of corporate governance
- Strengthening relationships with stakeholders
Qualifications and Attributes
Leadership and General Management
- Broad senior management experience with proven track record and minimum of 5 years’ experience at C-Suite level
- A visionary leader and strategic thinker, who can also work at a detailed level
- Growth mindset with the ability to see new opportunities, problem solve, and identify solutions
- Experienced in designing, developing, planning and implementing successful strategies and systems
- Results-oriented, self-motivated, and thrives in a dynamic team and work environment
- Strong financial acumen with hands on financial management experience
- Seasoned people manager with an inclusive leadership style and coaching skills who believes in transparency and directness
- Able to take clear, decisive decisions on priorities, budgets and people
- Strong organizational and operational skills, and able to delegate effectively
- Demonstrated ability to build and maintain relationships with diverse stakeholders
Knowledge and Subject Matter Expertise
- Bachelor’s Degree or higher in public administration, social work, social sciences, counselling, education, business, or a related field. Certifications in ESG and corporate governance would be an advantage.
- Understanding of the Hong Kong social landscape, especially the challenges that young people in Hong Kong face
- Experienced in working on programmes and initiatives serving young people, including English-speaking, Chinese-speaking, and ethnic minorities, and on stigmatized causes
- Experience in the NGO sector would be an advantage, especially having worked in a non-subvented organisation which has undergone growth
- Project management
- Technology and digital savvy with a high degree of proficiency in platforms/tools such as Outlook, Word, Excel and PowerPoint.
Communication Skills
- Strong communication abilities, with persuasive style and ability to influence both internally and externally at senior levels
- Experienced in media relations and public speaking
- Excellent English communication skills (oral, written, and presentation)
- Chinese language skills, especially spoken Cantonese, are a definite advantage

Job Description
Join our passionate Programmes and Services team at KELY Support Group and make a lasting impact on the lives of young people in Hong Kong. As Senior Manager, you will be a key member of KELY’s leadership team and will spearhead our efforts in managing, developing, and strategically directing programmes and services that address critical issues such as drug and alcohol abuse, and mental health, with a focus on both Chinese and non-Chinese youth. This pivotal role involves driving the direction of programme development, requiring a deep understanding of the challenges faced by ethnic minority groups and the needs of youth in the local community. You will have the opportunity to shape innovative solutions and lead a team towards impactful results.
Key Responsibilities
Reporting to the Executive Director, the role will include but not be limited to:
- Strategic Leadership: Strategize, coordinate, and lead programmes and services within KELY's core focus areas, ensuring alignment with the organisation's mission and objectives.
- Team Management: Provide leadership and direction to the Programmes and Services team, ensuring they work towards a common goal and are motivated and high performing. Manage, supervise, train, and support team members through all phases of project management, including planning, implementation, reporting, monitoring, and evaluation.
- Programme Delivery: Ensure all programmes and services are delivered efficiently and effectively. Monitor and evaluate programme outcomes, using data to inform decision-making and continuous improvement.
- Programme Development: Design and develop new initiatives and enhance existing programmes targeting drug and alcohol abuse, and promoting mental health among both Chinese and non-Chinese youth.
- Financial Management: Manage the financials aspects of Programmes and Services, including budgeting, forecasting, and financial reporting.
- Stakeholder Management: Maintaining and strengthening relationships with key stakeholders, including schools, funders, and partners, and network to identify new programme and funding opportunities.
- Community Engagement: Support and participate in organization-wide events, including workshops, seminars, and public outreach activities.
- Research and Analysis: Conduct research and/or analysis to stay informed of the latest trends and best practices to ensure our programmes and services remain relevant and are innovative and impactful.
- Adaptive Performance: Perform ad hoc duties as required, adapting to the evolving needs of the organization and its stakeholders.
Requirements
- Educational Background: Degree holder in Social Science, Public Health, Social Work, or related discipline; a master’s degree is highly regarded.
- Professional Experience: Minimum 8 years of experience in local NGO setting, with a focus on developing and managing youth programmes. Experience in grant management including writing grant applications. Technical training in project management is highly desirable.
- Financial Skills: Strong financial management skills, including budgeting and financial reporting.
- Specialised Knowledge: Profound understanding of mental health, drug and alcohol issues, and the dynamics within ethnic minority communities. Familiarity with youth development systems in Hong Kong. Willingness to learn and develop content expertise in these areas.
- Leadership Skills: Proven ability to lead and motivate a diverse team, with experience in creating a positive and collaborative work environment.
- Analytical and Organizational Skills: Exceptional organizational and critical analysis skills, adept in managing multiple priorities concurrently.
- Facilitation Skills: Experienced in delivering in-person and virtual workshops and training programmes to the local community services needs
- Communication Skills: Excellent presentation skills and strong communication abilities for effective stakeholder management. Experience in writing opinion pieces and articles to raise awareness of the challenges faced by Hong Kong’s youth.
- Language Proficiency: Proficiency in both spoken and written English and Cantonese/Chinese.
