Responding to the Chief Executive's 2026 Policy Address — Championing Youth Potential & Prioritising Mental Health
At KELY Support Group, we welcome the Government’s ongoing commitment to Hong Kong youth in the Chief Executive’s 2026 Policy Address. The expanding focus on positive youth development—specifically through international exchanges, career readiness, and the "30,000 Youth Employment and Internship Programme"—provides vital opportunities for young people to build self-efficacy and expand their horizons.
However, as we pave new pathways for physical, academic, and professional growth, we must ensure that psychological wellbeing forms the foundation of all youth development. True positive development cannot occur without robust mental health support systems.
Here are key perspectives and recommendations on how we can collaboratively build a healthier future for Hong Kong's young generation:
- Integrating Mental Wellness into Positive Youth Development: Opportunities like global exchanges and high-skilled internships are essential, but navigating competitive modern environments creates unique pressures. Expanding access to early mental health intervention and popularise preventative emotional literacy programmes ensures young people are resilient enough to seize these new frontiers.
- Strengthening Community-Based Mental Health Literacy: The key to early intervention in youth mental health relies on trusted support networks. We advocate for sustained funding and training across schools, families, and community groups to equip peers, teachers, and parents with the tools to spot early signs of distress and reduce the stigma surrounding mental health.
- Ensuring Inclusive Support for All Youth: As initiatives scale up to support non-Chinese speaking students and diverse communities, mental health resources must also remain culturally sensitive, accessible, and inclusive to ensure no young person is left behind.
We remain dedicated to working alongside the HKSAR Government, educational institutions, and corporate partners to ensure youth mental health is given the priority it requires. When we invest in both the aspirations and the mental well-being of our young people, we empower them to reach their full potential and thrive.
