Our Response to 2025 Policy Address

KELY Support Group wholeheartedly endorses the HKSAR The Chief 2025 Policy Address commitment to youth mental health, notably the regularisation of the Three-Tier School-based Emergency Mechanism, promotion of the 4Rs Mental Health Charter in schools, and integration of AI-enhanced text counseling for cyber youth support. These initiatives align seamlessly with our advocacy for Level 1 preventive measures, aimed at fostering resilience, raising awareness, and proactively addressing mental health challenges among youth.

KELY Support Group’s mission since 1991 is to equip young people with the skills, knowledge, and opportunities needed to support themselves and each other, envisioning a world where they are empowered to reach their full potential. We mainly serve Chinese- and English-speaking youth between 14 and 24 around three core focus areas: Mental Health & Wellbeing, Drug and Alcohol Awareness, and Positive Youth Development.

Taking a preventative approach, our programmes and services put great importance on peer support. We believe with good mental health, young people can thrive with resilience against the challenges of the modern society. Hence, the promotion and advancement of social and emotional learning are also key elements in our work. We adhere to the Sustainable Development Goals set out by the United Nations in its daily operation and community work.

We are steadfast in our mission to empower Hong Kong’s youth to reach out their full potential.

Our "Talk2Me Peer Supporter Training Certificate Programme” trains over 150 young people annually, promoting a peer support model that helps eliminate the stigma surrounding mental health issues in the community. We encourage adolescents to seek help proactively when facing emotional distress.

The "Together We Flourish! A community mental health programme”, launched in 2023, enters schools and communities to encourage youth to confront their emotions through a new multi-layered support model, enhancing their mental, physical, and wellbeing. We have successfully delivered social-emotional learning (SEL) curriculum to 5,000 students.

Additionally, the “Open Door Work Placement Programme” has connected over 50 ethnic minority youth with more than 50 small and medium enterprises or organisations over three years, providing career development experiences and self-discovery opportunities across various industries.

These programmes demonstrate our ongoing commitment to building an inclusive and supportive environment for social growth, allowing every young people to reach out their full potential. We encourage all stakeholders to support us and create a caring, resilient, and diverse future for Hong Kong's youth.
